Gate 5 Update

Gate 5 is still waiting for parts to arrive due to the lighting strike a couple weeks back.  It will be back in operation as soon as we are able to get the parts to come in.

Member Meeting Change to July 14 @ 10AM at Country Store

This notice is a meeting change from July 21 to July 14 for our annual Member Meeting. The sole purpose of this meeting is to elect Board Member to the two vacant seats. We will get out a proxy form this month so those of you not able to vote in person, can vote by proxy through our secretary. There are sometimes others that solicit proxy votes. It is important that you vote. We need a majority of the Members to vote for a valid election

If you are interested in running for the Board send a note to contactus@lcrca.org. It will get to the Secretary and we will be glad to add you. We need someone to put in 10-20 hours per week.

Pools are OPEN

All three pools have passed inspection and are open. Please make sure you and your guests clean up after yourselves and kindly roll down any umbrellas when you leave. Mid-afternoon storms destroy umbrellas.

If you see something or want something reviewed, send us a note. This is OUR resort. It is up to every one of us to alert of any issues.

Concrete Project

The last section of concrete was poured. Cleanup work will start and be wrapped up in a week—weather permitting.

Sink Hole

This is going to be an ongoing project this year. Right now we are waiting for the concrete jobs to finish. Most of our resources were shifted on getting the pools and resort amenities ready for summer.   We have just started to work on a long range plan that would impact how we close out and work around the sink hole. There will be more info to follow, but our goal remains to have this area cleaned up this year. Right now, we likely won’t open up the sink hole to remove rocks from personal property until we are through with the pools and identify a couple other projects. If you have am immediate need to remove something, please contact House Doctors.

Security Lighting

RECC has started to make the changes we requested. We will be adding lighting at Gate 2.

ARC Application

If you are doing improvements or modification projects to your property, you must file an ARC application for approval. The application is on the web site. These are the rules (see member meeting note above if you don’t like the rules). Please read through the covenants if you have questions or send us an email. Please note you are free to use whoever you want for projects once approved.   We would strongly encourage you to make sure your contractors are fully insured. For what it is worth, House Doctors routinely provides us with their documents and their national franchise agreement requires it. The Board will enforce the provisions in the covenants including banning certain contractors in violation of ARC.

Dumpster Abuse

We continue to have metal and other objects placed into the dumpster at Gate 5.   We need your help to police this. If you see anyone putting furniture/metal/appliances into the Dumpster, please alert security. Please take a picture on your cell phone. This is OUR problem. A major failure will cost ALL of us. We are all owners, so let’s take ownership on this issue.

 Country Store/Restaurant is OPEN

Gas, propane and ice will be available along with convenience items and a restaurant. This will be open to everyone. No special member fees will apply.

Gazebo Project

The Gazebo has been restored and the overgrowth removed. There are still stumps and other areas we need to work over that will be completed as the budget allows. The Spring weather did not help us while we had the equipment to get projects complete.

Other Projects

There are several projects on the list that Owners have requested and they will be prioritized and handled accordingly. Please send a note to contactus@lcrca.org with any questions or concerns. In every case, projects are based on available funds.

LCRCA Update 5.8.18

Board Meeting May 19 @ 10AM at Country Store

We hope you will be able to attend our next meeting on May 19. We have many good things to discuss. We also have a long project list that we will share and discuss.

Member Meeting July 21

This is our annual election. We will get out a proxy form this month so those of you not able to vote in person, can vote by proxy through our secretary. We need a majority of the Members to vote for a valid election and 2/3rds of members to vote if we want to change by-laws or covenants. We are able to get above the 50% mark for an election, but are not close to the 67%. We had to send two emails out this morning to enforce unpopular rules in our covenants. We would love to be able to change many things to make all of our lives better at LCRCA.

Gate Security Codes

This is kicked off with little incident. We think this process will help eliminate the gypsies and maybe folks with not the best intentions from entering the resort. House Docs has gate openers if you want one for a small fee.

Concrete Project

The concrete project is still ongoing, but with a break in the weather, it is gaining momentum. Please obey all the detours. There are at least three high traffic areas that are being fixed now. If you are thinking of doing any concrete, now is the time when the people are back in the resort. You may not be able to get work completed timely and cost effectively like you could now.

Gate 5 is Repaired
There will be a separate note sent out detailing major security changes at the gates. Gate 5 will be fully operational when these changes are made on April 26. Please see the separate update and certainly send us an email at contactus@lcrca.org with any questions.

Spring Project Update
Our extended winter weather and rain has delayed all of our projects. The concrete project has been delayed which, in turn, has delayed the sink hole fill in. We do not expect to have the sink hold project complete until later this year as time allows. When the concrete work is complete, we will see if owners want any rock removed from their property. Any removal will be at the owner’s expense, but the sink hole project will greatly reduce that removal cost. You can contact House Doctors via email if you have some rocks you would like removed. For now, there is absolutely no dumping in the sink hole without prior approval of House Doctors.

Concrete Project
Do not drive on or over barriers set up for the concrete project. The areas are blocked off for a reason. We ask that you follow the detours. Members are responsible for their guests.

Security Lighting
A thorough review of our existing street lights was completed. We are in the process of working with RECC to remove several lights and reposition to other areas of need in the resort. Owners that will be impacted by removal were notified by email last month.

Boat Dock at Ramp
The water is still very high. We do not have a time table just yet on when the dock will be put in the water. The water is about 30 feet above the highest level we could possible anchor. The Army Core of Engineers has advised the lake level will not drop any time soon. We will re-evaluate in a few weeks and send out an update.

House Doctors–Home Check Program
This is a house check service to the homeowners for a minimal charge of $30/monthly. This would include a monthly inspection of the interior & exterior of your home from a security and maintenance standpoint. They check the HVAC, electrical, and plumbing in your home. This service would also include routine furnace filter replacements. Seasonal items like winterization and a spring checkup are included. A severe weather checkup, in the event of weather extremes (heavy rain, snow, ice, wind or frigid temps) would be performed at no additional charge. In the event they find something that needs addressed, they will convey this on to the homeowner along with a solution and estimate. In the event of emergency repairs they would be ready to act immediately to protect and preserve your home.

911 Compliance
Many homes are still not 911 Compliant. House Doctors can help. The options include highly reflective sign 3” X 14” in either a Brown or Black background based on what best matches your exterior. The cost is $55.00 and includes order, delivery, and installation. Please contact House Doctors for installation. Our goal is to have the resort fully compliant by Memorial Day. Septic Tank Services
The health department recommends owners get their septic tank pumped out every 3-5 years depending on your usage. Please feel free to contact House Doctors and they can set you up with company to perform that service.
Lawn Care
Please make sure you have a plan for your 2018 lawn care. We recommend calling House Doctors at 606-677-0799 for an estimate. You can also email at hd484@housedoctors.com

Dumpster Policy
We continue to have debris at the dumpsters that is creating both Safety and Damage issues. The HOA rents the dumpsters but we are responsible for the damage. So when you deposit items such as construction materials, beds, TV’s, furniture etc not designed for landfill, we run the risk of breakdown/damage. These costs can be very expensive and eat into an already taxed budget. Additionally, someone needs to manage these items in an effort keep the trash area clean. This creates a safety risk that can lead to personal injury. If you have large items please contact Security or House Doctors for assistance.

Country Store/Restaurant to reopen
We have been contacted by the new owners of the Country Store and Restaurant. It is planned to be open to the public sometime in May. Gas, propane and ice will be available along with convenience items and a restaurant. This will be open to everyone. No special member fees will apply.

Chapel to reopen
The chapel will also be starting services again this summer. We will update when we get more information.

Update on Projects

Road Project—DO NOT DRIVE ON BLOCKED OFF AREAS

 The road project has been underway for a few weeks and the weather has not been friendly. Hopefully with some weather luck we can wrap it up in a couple weeks. Please note that areas under repair are blocked off for a reason. DO NOT DRIVE OR MOVE THE ROAD BARRIERS. Please obey the detours. People moving these barriers or driving over blocked off areas will get an invoice for any and all damages up to and including replacement of the concrete section. Homeowners are responsible for their renters. Please make sure if you are renting your home, your renters know about the project.

Sink Hole Project

 This project is slowly moving along due to weather. Once we get the concrete work complete, we will make an assessment of where we stand on the rock level. We may offer Members the opportunity to get rock moved off their property if they are so inclined. More on this later.

Landscaping

Some areas of the resort were cleaned up and bad landscaping was removed. These areas will be seeded with straw as soon as the weather cooperates.

Gate 5 under repair

The storm earlier this week blew up and broke Gate 5. Parts are ordered. The gate will be fixed when the parts are available. We do not have a time frame for this repair.

Road work begins this week

Please be aware that the concrete repairs will start as early as Tuesday this week behind Gate 2. As this project rolls out over the next 30 days, work will be performed behind every gate. Please be aware that there will be detours and some one way streets may be two way for short time periods. Please feel free to check in with security for updates. Detours will be marked. Please send us an email if you have any questions at contactus@lcrca.org. The duration of the project is extremely weather dependent.

Sink Hole Project Started

The rock for the base of the sinkhole has been delivered. This project will be done in conjunction with the concrete work in the resort. We hope this eyesore will look much better this year.

Pool Covers

Two of our pool covers were ordered wrong by the pool company and have been on backorder this entire off season. The pool company is on the hook for the replacements. House Doctors keeps an eye on the pools to keep water levels low enough. At this point in the season, we will not bother covering them when they get in. We will be ready for next year.

Roberts Bend Road Paving

Gary Seagraves has spent countless hours working with the County to take care of Roberts Bend Road. We have been quite successful in getting their cooperation around the boat ramp, cutting grass, and doing repairs to Roberts Bend Road. We have a positive relationship with the Judge Executive, Steve Kelley, and our district Magistrate, Mike Strunk. This is despite the fact we don’t have many voters. While the paving of Roberts Bend Road is on their project list, we don’t have a definitive timetable. We will continue to work with the County.

 Lawn care/Mowing

As a reminder, LCRCA does not provide lawn care services. If LCRCA must cut your grass, you will be charged $100.00 per service. We encourage you to set up lawn care maintenance with a provider of your choosing. We recommend House Doctors at 606-677-0799 for an estimate. You can also email at hd484@housedoctors.com .

 911 Compliance

We still need to get a good percentage the homes in LCRCA to be “911” compliant – that is the home being effectively marked with its house number. House Doctors has options that meet the 911 ordinance. Besides being the law, this makes sense to have your home marked, if you rent. Failure to be in compliance may result in the county fining you. We would prefer folks use House Doctors so we have a consistent standard for emergency response and aesthetics. Regardless, please get your home updated.

Al Grasch Appointed to Board

Al Grasch has been appointed by a majority of the Directors to fill the vacant position left by David Remley’s resignation. Al has been a long time owner and a long time participant on various committees. We are very fortunate to have Al join us.

Lake Cumberland Resort Community Association
January 29th 2018

We regret to inform the LCRCA Members that long-time volunteer David Remley has tenured his resignation as Board Member and President.

David has been an active owner, community support leader, and committed Board participant for many years. During his tenure David lead a number of initiatives design to support Homeowners, create resort value, and support greater Pulaski County organizations.

Recently David and wife Madoria announced plans to retire after a long productive career, consolidate locations, and build a residence out West. Although the Remley’s have recently listed their home, David will remain active on numerous committees continuing to share knowledge in the areas of Architectural Review, Finance, Legal, and Newsletter. We wish David and Madoria the very best and thank them for their continued support.

We have begun our search to appoint a member for the rest of Dave’s term. Our goal is to have this person in place in time for the next Board Meeting. We will also align the officer positions based on the new Board. We will keep everyone updated.
